There is one fast route getting from Pattaya to Koh Phangan by flight via Koh Samui. It is one flight a day from Utapao Pattaya Airport.It will take around 1 hour forarrive to Koh Samui.
There is a small Haad Rin Queen boat on Koh Samui which brings you right to the Haad Rin beach on Koh Phangan. Note that Haad Rin Queen departs and arrives from/to Big Buddha Pier in Samui.
